Regulations
Working on German scaffolds: rule layers, German terms and DIBt approvals
Germany splits its scaffold rules between state health-and-safety law, the accident insurers and building law, and each layer uses its own vocabulary. This guide maps the layers, translates the key terms and gives the clause behind every requirement.

What are the scaffolding regulations in Germany?
German rules start with the Industrial Safety Regulation (BetrSichV), Annex 1, and TRBS 2121 Part 1. Guardrails sit at 1.00 m with a toe board of at least 0.15 m on each lift, and site fall protection is required above 2.00 m (DGUV Vorschrift 38 § 9); the system's DIBt approval and assembly instructions complete the set.
Which German terms do you need to know?
Anyone reading German scaffold paperwork meets the same dozen words again and again. The table pairs them with the closest English term.
| German | English | Where it comes from |
|---|---|---|
| Gerüstersteller | the scaffolding contractor who erects | TRBS 2121-1 |
| Gerüstnutzer | each employer whose workers use the scaffold | TRBS 2121-1 |
| fachkundige Person | competent person supervising erection | BetrSichV Annex 1, 3.2.6 |
| befähigte Person | person qualified to inspect, appointed under TRBS 1203 | TRBS 2121-1, 5.5 |
| Aufbau- und Verwendungsanleitung (AuV) | manufacturer's assembly and use instructions | the system approval |
| Regelausführung | standard configuration covered by the manufacturer's structural proof | TRBS 2121-1, 2.2 |
| Montageanweisung | site-specific erection plan | TRBS 2121-1, 4.1.2 |
| Standsicherheitsnachweis | structural calculation | BetrSichV Annex 1, 3.2.1 |
| Seitenschutz | edge protection: top rail, mid rail, toe board | DGUV Information 201-011 |
| Bordbrett | toe board | BG BAU module B 100 |
| Gerüstkennzeichnung | scaffold tag at the access point | TRBS 2121-1, 4.2.9 |
| SiGeKo | health and safety coordinator for the site | Construction Site Ordinance |
What must a foreign firm do before working in Germany?
Three duties apply before the first lift goes up, on top of the safety rules below:
- Register with customs. Employers based abroad must register posted workers with customs (Zoll) in German, in writing, before each job starts (§ 16 MiLoG), for sectors listed in § 2a SchwarzArbG, which starts with construction (Baugewerbe).
- Carry identity papers. Workers in that sector must carry a passport or ID card on site and show it to customs on request (§ 2a SchwarzArbG).
- Notify the trade authority. Gerüstbauer is a licensed trade in Annex A of the Crafts Code, so a firm lawfully established in another EU or EEA state may provide it temporarily under § 8 of the EU/EEA Crafts Regulation, but must notify the competent authority in writing or electronically before its first job (§ 9).

How do the German rule layers fit together?
Think of four layers, from law to product:
- State law. The Betriebssicherheitsverordnung, Annex 1 section 3 sets minimum requirements for temporary work at height, with section 3.2 dedicated to scaffolds.
- Technical rules. TRBS 2121 "General requirements" of 25 July 2018 (GMBl. No. 39/40, p. 741) covers fall hazards in general. TRBS 2121 Part 1 of 10 January 2019 (GMBl. No. 2/3, p. 29) covers scaffolds. Parts 2, 3 and 4 deal with ladders, rope access and the exceptional lifting of workers.
- Accident insurance rules. DGUV Vorschrift 38 "Bauarbeiten", edition 2019.11, replaced the 1997 version formerly known as BGV C22. The construction insurer BG BAU puts it into force for its member firms. The practical handbook is DGUV Information 201-011.
- Building law and products. Scaffold systems become usable through a decision of the Deutsches Institut für Bautechnik (DIBt), and each system comes with its AuV.
What does the Industrial Safety Regulation require for scaffolds?
Section 3.2 of Annex 1 asks for a calculation outside the standard configuration, a written plan for erection, use and dismantling, anchoring before use, and erection only under a competent person after instruction; section 3.1.8 stops outdoor work at height in strong wind, icing or snow. The German version of this guide, Gerüst-Vorschriften, lists the clauses one by one, and the scaffold inspection checklist covers who inspects.
What does TRBS 2121 Part 1 add?
Section 4 of TRBS 2121 Part 1 turns the regulation into site practice. Five points matter most when you plan:
- 4.1.1: outside the standard configuration a structural calculation is needed; inside it, a general building-authority approval of the system counts as proof.
- 4.1.2: the erecting employer prepares a site-specific erection plan (Montageanweisung), and the supervising competent person and the crew must have it.
- 4.2.1 and 4.2.2: erectors are protected against falls during erection too. Before material is passed up by hand, the bay needs at least a two-part guardrail (top rail and mid rail); on the top lift, for moving parts horizontally, at least a single rail or an assembly safety guardrail.
- 4.3.1: every deck used as a work or access area has edge protection while in use.
- 4.2.1 and 4.3.1: inside edge protection may be left out only when the gap to a load-bearing building surface is 0.30 m or less.
Part 1 does not apply to mobile elevating work platforms, formwork and falsework, bracket scaffolds or trestle scaffolds.
How high are German guardrails and toe boards?
DGUV Vorschrift 38, section 9, defines a fall hazard on construction sites as a fall height of more than 1.00 m, and requires protection at more than 2.00 m at ordinary workplaces (more than 1.00 m at stairs, wall openings and walkways, and at any height over water). On the scaffold itself, TRBS 2121-1 already asks for edge protection on every deck in use, so the real question is the dimensions. BG BAU module B 100, published in its scaffolding handbook (status 07/2021), shows:
| Component | German term | Dimension |
|---|---|---|
| Top rail | Geländerholm | top edge 1.00 m above the deck |
| Mid rail | Zwischenholm | clear gaps no more than 0.47 m |
| Toe board | Bordbrett | at least 0.15 m high |
| Timber rails without calculation, posts up to 2.00 m apart | Gerüstbretter | at least 3 cm × 15 cm |
System scaffolds use the rails and toe boards in their approval, so the AuV decides the detail. Trestle scaffolds fall outside TRBS 2121-1 altogether (BG BAU module B 117). The 1.00 m German rail is higher than the 950 mm UK minimum; scaffolding regulations by country sets the figures side by side, and the glossary entry on the toe board explains the part.
Which standards apply, and is DIN 4420 still valid?
DIN Media lists these as current:
- DIN EN 12811-1:2004-03, working scaffolds, which replaced DIN 4420-1:1990-12.
- DIN EN 12810-1:2004-03, anchored facade scaffolds of prefabricated components up to 24 m, which replaced DIN 4420-4:1988-12.
- DIN 4420-1:2004-03, protective scaffolds such as catch scaffolds and roof catch scaffolds.
So DIN 4420 survives for protective scaffolds, while working scaffolds moved to the EN series. BG BAU still names DIN 4420-3 together with the AuV as the standard configuration for tube-and-coupler facade scaffolds. Load and width classes come from DIN EN 12811-1 and are explained in scaffold load classes.
What is a DIBt approval, and why must it be on site?
Prefabricated systems are used under a combined "general building-authority approval / general type approval" from the DIBt. Two current examples show what the documents look like:
| Decision | System | Valid | History |
|---|---|---|---|
| Z-8.1-16.2 | Layher Blitz 70 steel frame system | 4 January 2025 to 4 January 2030 | first approved 30 March 1973 |
| Z-8.22-64.pdf) | Layher Allround modular system | extended to 2 May 2027 | first approved 1977 as Z-8.1-175 |
Both decisions state that a copy must be available where the system is used and that the decision does not replace the permits a building project needs. When the site cannot follow the standard configuration, for example because the facade will not take ties at the spacing in the AuV, the stability measures belong in the site erection plan.
Who is allowed to erect scaffolding in Germany?
Scaffolding is a licensed trade: "Gerüstbauer" is number 11 in Annex A of the Crafts Code. BG BAU reports that since 1 July 2024 working and protective scaffolds for other companies and trades may only be erected by scaffolding firms entered in the trades register. Before that, 22 trades could offer scaffolding alongside their core work. A firm may still put up a scaffold for its own trade work, and a narrow exception allows connected scaffolding that is not advertised and stays at or below 20 percent of the contract volume.
Whoever erects it, a competent person supervises, and a person qualified to inspect under TRBS 1203, for example a scaffolding erection manager or certified foreman, checks the result (TRBS 2121-1, 5.5).
What must the client do under the Construction Site Ordinance?
The Baustellenverordnung puts the paperwork on the client (Bauherr): advance notice to the authority for large sites (section 2), a coordinator (SiGeKo) whenever several employers share the site (section 3), and a health and safety plan when, among other cases, workers face a fall of more than 7 m (Annex II, item 1). When several trades share one scaffold, the coordinator is the one who aligns them.
What is DIN 4124, and when does it matter next to a scaffold?
DIN 4124:2012-01 is the excavation and trench standard, not a scaffold standard; it matters when a scaffold base would stand on the unloaded strip at least 0.60 m wide along a dig (BG BAU and DGUV summary), which then needs an engineer's check.
How ScaFix fits in
ScaFix counts guardrails, toe boards and ties lift by lift on many systems, so you arrive at the German scaffolder's erection plan (Montageanweisung) with the quantities in hand; the methodology says what it does not check.
Planning information, not structural approval and not legal advice. In Germany the system's DIBt decision and the manufacturer's AuV decide, a structural calculation under BetrSichV Annex 1, 3.2.1 is needed outside the standard configuration, and a person qualified to inspect under TRBS 1203 checks the scaffold before use (TRBS 2121-1, section 5).
Frequently asked questions
What does TRBS 2121 Part 1 cover?
It applies whenever workers use scaffolds: the erection plan, fall protection during erection and use, the scaffold tag and inspection. It leaves out mobile elevating work platforms, bracket scaffolds and trestle scaffolds.
What is the guardrail height on German scaffolds?
BG BAU module B 100 shows the top rail at 1.00 m above the deck, gaps of no more than 0.47 m and a toe board of at least 0.15 m. System scaffolds follow their approved assembly instructions.
Do I need a German scaffolding firm to erect a scaffold?
If the scaffold is for other trades, yes: since 1 July 2024 that work is reserved for firms in the trades register. A scaffold for your own trade work you may still erect yourself, with competent supervision.
What is a Montageanweisung?
It is the site-specific erection plan required by TRBS 2121-1, 4.1.2. It supplements the manufacturer's instructions wherever the job departs from the standard configuration, for example with a different tie pattern.
Who must the client appoint under the Construction Site Ordinance?
A health and safety coordinator (SiGeKo) whenever workers of several employers are on site, under section 3 of the Baustellenverordnung. Large sites also need advance notice to the authority and a health and safety plan.
What does DGUV stand for?
Deutsche Gesetzliche Unfallversicherung, the umbrella body of Germany's statutory accident insurers. Its Vorschrift 38 is the accident-prevention rule for construction work, and BG BAU applies it to construction firms.
