Short answer
How high can a scaffold be before it needs its own design?
No law sets a maximum height for scaffolding. What exists is a height up to which a standard configuration has already been calculated, and above which somebody has to do the sums for your job.

How high can scaffolding be without a design?
No law caps scaffold height. In Great Britain a scaffold needs calculations unless it follows a recognised standard configuration (WAHR Schedule 3), such as TG20:21. In the US, frame and tube and coupler scaffolds over 125 ft need a registered engineer (1926.452). EN 12810-1, the product standard for anchored prefabricated facade scaffolds, covers heights up to 24 m.
Where does each rulebook draw the line?
| Rulebook | No job-specific design needed | Above that |
|---|---|---|
| Great Britain, WAHR 2005 Schedule 3, Part 2, para. 7 | A note of calculations covering the arrangement exists, or the scaffold follows a generally recognised standard configuration | Strength and stability calculations |
| HSE guidance | TG20:21 compliance sheets for tube and fitting; manufacturers' instructions for system scaffolds | Bespoke design by a competent person |
| US, 29 CFR 1926.452 | Pole scaffolds up to 60 ft; tube and coupler and fabricated frame scaffolds up to 125 ft (38 m) | Design by a registered professional engineer ((a)(10), (b)(10), (c)(6)) |
| Europe, EN 12810-1 | Prefabricated facade scaffolds, anchored to the facade, up to 24 m (scope) | Separate structural proof |
One American detail is easy to miss: below 125 ft the scaffold is still designed, only not by an engineer. 1926.451(a)(6) says every scaffold is designed by a qualified person and built and loaded to that design.
What does "24 m" actually cover?
The German approval for the Layher Blitz 70 steel frame scaffold (Z-8.1-16.2, issued 2 January 2025, valid to 4 January 2030) shows how much sits behind the number. Its standard configuration allows a top lift no higher than 24 m above ground plus the base jack extension, but only with a 0.73 m system width, bays up to 3.07 m, load class 3 under EN 12811-1, a facade that is closed or no more than 60 % open, and a wind calculation that assumes the scaffold stands for at most two years. Change one of those and the 24 m no longer comes with a proof attached.

Can a low scaffold need a design?
Yes. HSE's list of scaffolds that need a bespoke design is mostly about shape and use rather than height. It includes access scaffolds with more than two working lifts, freestanding scaffolds, complex loading bays, protection fans and system scaffolds outside the manufacturer's guidance (HSE). TG20:21 has no single height to quote: each compliance sheet carries its core criteria on the front and the detailed criteria on the back (Construction Management).

ScaFix builds the 3D plan and parts list from your wall heights; it does not tell you where a standard configuration ends.
Planning information, not a design. In Great Britain the TG20:21 compliance sheet, the system manufacturer's instructions or a bespoke design by a competent person decides. In the US a qualified person designs every scaffold, and a registered professional engineer above the heights in 1926.452.
Frequently asked questions
What is the maximum height of a scaffold?
No regulation sets one. The practical limit is the height covered by the standard configuration or approval; above it, the scaffold can go as high as its own design allows.
Does OSHA require an engineer for scaffolds over 125 feet?
Yes, for fabricated frame and tube and coupler scaffolds, under 1926.452(c)(6) and (b)(10). Pole scaffolds need one above 60 ft.
Is 24 m the legal height limit for scaffolding in Europe?
No. It is the scope of EN 12810-1 and of many system approvals' standard configurations. A taller facade scaffold needs its own structural proof, not a permit to exceed a limit.
Can a two-lift scaffold need a bespoke design in the UK?
Yes, if it falls outside a TG20:21 compliance sheet or the manufacturer's guidance, for example a freestanding scaffold or a complex loading bay.
